Turns out this was a Kenyan news channel covering Rwanda, but your point stands. A lot of people think all of Africa is a giant hellhole, or that specific parts of Africa that have horrible pasts are always going to be like that.

I found it because "Car Free Day" was trending on Twitter, and that day it was about Vancouver BC, but I ended up finding out about this more-regular and more-massive version in Rwanda.
