Few thoughts terrify me more than the idea of a modern American city's law enforcement having a heavily armed helicopter gunship with advanced surveillance technology.
In theory it would be used against "bad guys" but more likely they'd use it on raids like blowing up a house with a family inside in order to serve a warrant for using someone else's credit card to buy a TV, and it turns out it was the wrong house anyways.
They just don't make good ol fashioned surveillance state propaganda TV shows and movies like they used to. I remember watching movies like Rambo, Stripes, Private Benjamin, Top Gun and even Cloak and Dagger thinking the military/CIA was the coolest thing ever. Same with MacGuyver and all the shows like this one (which I've never heard of!), Air America, and the like.
It was a different time back then, and every kid I knew thought the military was awesome. My friends and I were obsessed with bladed weapons as young as 8. You just don't see a lot of pro military comedies or TV shows now where a kid would watch and be like yeah I want to go to Afghanistan and blow some shit up.
We obviously need the CIA and Hollywood to market to children more if we are going to have a country that blindly overlooks things en masse.
