There was this concept called 'digitization' which involved some kind of comic book science compressing a living human into a microchip.
Apparently this process also caused all of the body's pain receptors to fire at once.
Lord Dred would spend time amusing himself by taking humans and turning them back over and over again until they went mad from the agony. This was shown on the show.
IIRC, Both J. Michael Straczynski and Larry DiTillio wrote for the show, probably explains why they tried to put a story arc and actual plot elements into a merchandising vehicle.
Also, just looked at the Wiki page and, holy Jesus, the titles for the unproduced second season are pretentious.
The Blood Dimmed Tide, Part I: The Ceremony of Innocence
The Blood Dimmed Tide, Part II: Tyger, Tyger
The Blood Dimmed Tide, Part III: Ozymandias
The one I remember was him getting Power's ex-fiance to try and kill him on threat of being re-digitized, and her trying to convince him to commit suicide rather than be captured and face the same fate.
The original Captain Power videos made just for the gunship thing were actually these cool anime things similar to those laserdisc rail shooters like Cobra Command and Road Blaster. They also played way better than the TV show which used a different method of doing the blue light/red light thing.
The one I had as a kid had a 'level' that was the Sears Tower turned into a giant base as well as a level that took you on a strafing run of Trade Towers 1 and 2 which had been given the same makeover.
