Every so many years (1000?) magical creatures from another dimension, come to Earth, find a compatible partner and battle each other to decide who will be their king. The guy with the top hat is kind of weak so he hired a team of "super heroes" to help out. The one with the boobs is one of the super heroes, who seems to be distracting everyone so his magical creature can sneak up behind them and blast them. For some reason this scene was cut out of the US version.
