Spoilers: Pokey kills Ness and his friends by nuking Onett. This was because Pokey wished to create a dystopic future where he was the only 'hero'. Pokey succeeds, taking over earth.
Pokey rules in a reign of terror, constantly sending his army through time to hunt down anyone with 'heroic' or 'exceptional' qualities and murdering them. In Pokey's vision, he is the only 'great' being allowed to live and each attack is intended to alter the time line to elevate him to Godhood.
When you face him, he's been at this for what he claims maybe thousands of years. His body is very, very old and he lives inside of a machine.
