To be honest, I found this on a Russian site that basically revolves around having carpet on the walls and living in those old Soviet apartments. It's called carpet rise. There's actually a reason and history behind having ugly rugs on the wall, having to do with social status and keeping noise out and heat in inside your mid 1970's Soviet apartment. The cat and dancing are just regular Russian fare.
