Shipped manufacturing jobs overseas? It was the fault of labor unions, OSHA, hiring quotas, minimum wage, etc.
Outsourced public sector jobs overseas? He was just trying to save hard-working taxpayers some money.
Keeps his money offshore? He doesn't want the evil federal government taking it away and giving it to lazy people.

Even you buy Romney's assertion that he had nothing to do with the running of the firm (in spite of abundant evidence to the contrary) the message he's basically sending is:
"The buck doesn't stop with Mitt! He should be our next president because his hands-off management style and ability to dodge responsibility for the actions of companies he owns makes him a proven winner!"
